INTRODUCTION
The Eurasian Economic Community (EurAsEC) was established by Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan as a regional organisation to enhance economic integration. It was founded on the Agreement on the Customs Union and Common Economic Zone, signed in Moscow on 26 February 1999, and was formally launched with the signing of the Treaty on the Establishment of EurAsEC in Astana on 10 October 2000. The Treaty came into force on 30 May 2001.
A key aim of EurAsEC was to facilitate the free movement of people, alongside harmonising customs and economic policies, coordinating external border controls, and laying the groundwork for a common market. The community sought to gradually eliminate barriers to mobility, particularly for workers and their families. Its membership included Russia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan, with Uzbekistan officially joining in January 2006 and withdrawing in 2008.
The regime provided nationals of Member States with the right to enter, reside, and work in other participating countries without the need for work permits. These freedoms particularly targeted labour migrants and their families, enhancing mobility for employment, education, and family reunification.
EurAsEC was dissolved in 2014 to pave the way for its more advanced successor – the Eurasian Economic Union (EAEU). The Agreement on the Termination of the Eurasian Economic Community was signed in Minsk on 10 October 2014, the same year that the EAEU Treaty was adopted. The EAEU inherited EurAsEC’s legal and institutional framework, including its commitment to free movement.
