INTRODUCTION

The Treaty on the Eurasian Economic Union (EAEU) was signed in Astana on 29 May 2014, establishing a regional economic bloc aimed at fostering deeper economic integration among its member states. The Treaty came into force on 1 January 2015, with Russia, Kazakhstan, and Belarus as the original founding members. Shortly thereafter, Armenia acceded to the Union on 2 February 2015, followed by Kyrgyzstan, which obtained full membership on 12 August 2015. The EAEU seeks to create a common market, ensuring the free movement of goods, services, capital, and labour across member states.

The Union operates within a legal framework defined by key documents such as the Treaty on the Eurasian Economic Union and various annexes, including protocols like Annex 30, which provides for the medical treatment of workers and their family members across member states. Additional treaties regulate the accession of Armenia and Kyrgyzstan, ensuring their full integration into the Union's legal and institutional framework.

The free movement of persons within the EAEU extends to citizens of Member States, who are entitled to enter, reside, and work in the territory of another Member State without needing work permits or migration cards. This includes workers, their family members, and other categories such as service providers and students. Access to social services, such as medical care and education, is also facilitated through EAEU legal instruments.

TIMELINE

2014The Treaty on the Eurasian Economic Union was signed in Astana on 29 May.
2015The Treaty on the Eurasian Economic Union came into force on 1 January. The three original Member States were Russia, Kazakhstan and Belarus.
2015Armenia joined the Eurasian Economic Union on 2 February whilst Kyrgyzstan obtained full membership on 12 August.
